This is the Wise WS-1008D network switch.

This is its utterly nonsensical and M15+ manual. Seriously, there are some very rude words in there. The bottom of pages 1 and 4 are particularly racy.

I have one of these things. I occasionally get unexplainable slow periods around my network. Is it possible that this piece of hardware might be faulty somehow? How could I check?

Yeah, could well be the switch. Try power cycling it – that often fixes little weird problems like this with network devices. If it does (or you can try another switch and see if the problem remains), just replace it.
